They poured a thin layer of concrete under the floor of the elevator to protect it from the forcasted rain so they could pour the floor without waiting for it to dry after the rain.
The rebar mats are placed on the mudmat and the sump pit if formed for the floor which will be the base for the formed concrete walls that will sit on the floor area.
The fully formed walls that sit on the elevator floor to bring it up to the floor grade before it switches over to block wall. You can see the formed sump pit in the corner that was boxed out in the previous picture.
